Most accounts of the Eaton Fire start with the smoke. The investigation starts twelve seconds earlier, with a camera that a man on Canyon Close Road had pointed at the mountain for thirty two years' worth of reasons.
Why the camera was there at all
In 1993 the Kinneloa Fire burned this same face of the San Gabriels. One resident, whose home looks northeast over Eaton Wash toward a narrow spur ridge, mounted a surveillance camera on the fascia board of his house afterward, aimed at the mountain, so that his family could see a fire coming and evacuate fast. That is the reason a functioning camera was watching the exact slope where the Eaton Fire began on the evening of January 7, 2025.
Investigators learned about it on January 8, the morning after the fire started, when a resident mentioned that a neighbour might have surveillance. CAL FIRE Captain Bennet Milloy met the homeowner that afternoon and was shown the footage on a phone. On January 10 the investigation team returned, put a ladder against the garage, climbed onto the roof to verify the camera's exact vantage point, and collected the SD card as evidence at approximately 0915 hours. It became evidence item #1, a 64GB flash drive, later delivered to the Orange County Regional Computer Forensic Laboratory at the Ontario Police Department for enhancement.
What the video shows
The footage is low light. The frame takes in the sidewalk, a tree in front of the house, the home across the street, and behind all of it the dark mass of the mountain. According to the report, at approximately 1811 hours on January 7, 2025, two bright blue and white flashes were seen mid slope. The first flash was brighter than the second.
Then the detail that makes this a cause and not a coincidence: an orange glow is seen as if it were dripping fire or glowing material from the bright blue and white flashes. When the second flash happens, more glowing orange material drips and falls toward the ground.
Blue and white is the colour signature of an electrical arc. Falling orange material is molten or burning matter under gravity. The video therefore records not just that something electrical happened, but that something hot left the structure and travelled downward into the vegetation, which is precisely the mechanism the metallurgical work later confirmed.
The homeowner identified the flash location as a set of transmission towers on the face of the mountain. Milloy recognised the position as Tower #1, the same group of towers a different neighbour had independently described seeing fire beneath. To confirm the geometry rather than take the identification on trust, the lead investigator later stood on the spur ridge between Tower #1 and Tower #2, sighted back through the triangular base of Tower #1, located the house, and photographed the camera's own mounting point from the mountain side. The line of sight was checked from both ends.
The twelve seconds
Both the initial report and the county's press release state the interval the same way: the fuel bed ignited approximately twelve seconds after the burning material was seen falling from the arcing event.
Twelve seconds is not a technicality. In fire investigation, connecting a heat source to a fire requires showing that the source was competent, meaning hot enough and in contact long enough to ignite that specific fuel. Metal particles ejected by an arc cool as they fall. A gap of many minutes would suggest something else supplied the heat. A gap of twelve seconds, into a fuel bed of dried grasses and dead vegetation on a slope, under nineteen percent relative humidity, is the signature of direct ignition by falling hot material.
What the ground below looked like
The receiving fuel is documented as carefully as the ignition source. The origin area sat on a dry receptive fuel bed below the transmission towers on the spur ridge above Eaton Wash. The vegetation is chaparral, fuel model 6, characterised by dense flammable shrubs and small trees with high fuel loading, mixed live and dead. The specific fuels identified inside the origin area were dried grasses, dead and dried vegetation, and small brush consistent with the Southern California chaparral bloom.
The weather at that moment came from four separate remote automated weather stations, three of them owned and operated by SCE itself. The Henninger Flats station, six tenths of a mile north of the origin, recorded 53 degrees, nineteen percent relative humidity, and winds of 37 mph gusting to 68 mph at 6:00 p.m. By 7:00 p.m. the gusts at that station read 85 mph. The report's own summary of conditions at the towers puts wind between 35 and 65 mph with gusts to 80 mph.
What happened in the next hour
The fire's early progress is reconstructed from the residents who watched it. One man saw a fire roughly ten feet by ten feet at the base of a high voltage tower, said there was no smoke or fire in the riverbed below his home or in the canyon east of the tower, called 911, and went to warn neighbours. He estimated the fire reached fifty by one hundred feet within a few minutes. Others described a small ring of orange fire around the base of a tower, or orange sparks on the ground that grew into a red circle.
A Los Angeles County Sheriff's deputy was dispatched at approximately 1815 hours to a reported house fire on Grand Oaks Avenue, found no fire at that address, and saw instead a small fire in the hills under the power line towers. A LACoFD helicopter pilot flying Copter 17 arrived early and saw the fire at or just below the wires at the base of the towers. He was flying in 70 to 90 knot winds, which is 80 to 100 mph, and at one point his helicopter's ground speed was eleven knots backward.
The report records that ember cast was carried more than two miles by the Santa Ana winds, igniting multiple structures and creating the conflagration that reached downtown Altadena. The wind direction was primarily from the north and northeast, driving the fire south and southwest across Eaton Wash and into the town.
The other 1811
There is a second event at the same minute, and the investigation flags it as unresolved rather than concluded. SCE reported no line faults on the lines until more than an hour after the reported start time of the fire. However, during a preliminary review of electrical data from January 7, 2025, SCE discovered data indicating a fault was detected at approximately 1811 hours on the Eagle Rock to Gould 220kV line, which connects the Gould substation in La Canada Flintridge to the Eagle Rock substation, approximately five miles from the Eaton Fire origin.
The report describes what the protective equipment did: the SCE protection device detected the fault and opened to isolate it. An earlier attempt to disable the automatic reclosing function was unsuccessful, therefore it automatically tested the line to determine if the fault had cleared. As the fault had not cleared, that line was locked out and was not reenergized.
The investigation team's position on this is careful and worth quoting in substance: this fault is of interest and needs to be investigated further, because it occurred at approximately the same time as the electrical event documented in the video evidence. The initial report does not claim the two are the same event. It records the coincidence in time and leaves it open.
