What Is Blacked Out in the Reports, and Why

Both released documents carry heavy redactions. The county names the reason. Here is what is actually withheld, what the stated legal basis is, and what the black boxes do not imply.

Anyone who opens the initial report expecting a clean read will hit a wall on page two. The first substantive section of the document is solid black. Understanding what is behind the black rectangles, and what is not, is part of reading this release honestly.

The stated reason

The county did not release the documents silently. A footnote on the press release gives the basis: reports are redacted because the Los Angeles County District Attorney's Office has an ongoing review of the evidence from this fire. Additionally, it is to protect the privacy of individuals, including but not limited to reasons pursuant to Government Code sections 7927.200, 7927.700, 7927.705, 7928.300, 7928.600 to 7923.630, 7929.200 and 7922.540.

Two distinct rationales are bundled there, and they cover different material. The privacy sections cover people: witnesses, residents, deputies, badge numbers, home addresses. The District Attorney's review is what covers the legal and technical core.

The Violations section

The most consequential redaction is the first one. Section 1 of the initial report is headed VIOLATIONS, and it is blacked out completely across two pages.

What survives is the structure of the headings, which is itself informative. The section lists, in order, three separate Penal Code sections, two Public Resources Code sections, a Health and Safety Code section, a Public Utilities Code section, and a General Order. Each heading is followed by a solid block where the code number and the text would be.

The presence of that section tells you the investigator identified statutory provisions relevant to the fire. Its redaction tells you the county is not publishing which ones while the District Attorney is reviewing. It does not tell you that anyone has been charged, that anyone will be, or what the District Attorney thinks. Those inferences are not available from a black box, and we are not making them.

One related passage did survive elsewhere in the document, unredacted, in the press release: pursuant to the California Public Utilities Code, SCE is to maintain and operate its electrical lines and equipment in a manner that would minimize the risk of catastrophic wildfire posed by them. That is a statement of the duty, published openly, while the specific citations remain withheld.

What else is withheld

Location. The latitude and longitude of the origin are redacted everywhere they appear: in the summary, in the equipment section for each of the three towers, and in the field notes where the lead investigator recorded coordinates in degrees and decimal minutes.

Tower identifiers. This one shapes how the story can be told. The initial report names the three towers by internal designations, Mile 6 Tower 1, Mile 24 Tower 3, and Mile 16 Tower 1, but the specific latitude and longitude are redacted, and in the supplemental report the actual tower designation in the operative conclusion is blacked out. The sentence reads that the arcing events occurred at the southwest conductor paddle of the out of service SCE Mesa-Sylmar circuit tower, followed by a black rectangle where the tower is identified. So the circuit is public and the individual tower number is not.

Expert identities. Every retained expert is redacted: the electrical engineers requested on January 10, 2025 and the firm they came from, the metallurgist retained during the warehouse exams, the laboratories in El Segundo, Bowling Green, Signal Hill and Goleta, and the lab operator who took possession of the evidence in Kentucky.

People. Witness names, home addresses, driver's licence details, badge numbers, and phone numbers are redacted throughout, including the phone number for SCE's corporate address. This is ordinary practice and is the least remarkable category here.

Whole passages. Several blocks are redacted without any surviving heading, including part of the January 15, 2025 entry and the description of who attended a night briefing that evening, and a block in the January 18 entry. Because no heading survives, we cannot say what those cover, and we will not guess.

The attachments nobody has seen

The largest omission is not a redaction at all. It is a set of documents that were referenced and not published.

The initial report lists twenty two attachments, including the DINS damage inspection report, the CAL FIRE Axon report and digital evidence, weather data, the 911 calls, the lightning map, the LiDAR data, the Southern California Edison data, and the drone footage. The supplemental adds attachment 10.23, the Eaton Fire Electrical Investigation Report, and attachment 10.24, the Metallurgy and Failure Analysis Report.

None of those attachments were released. The two expert reports are the ones that matter most for anyone wanting to understand the physics of the failure, because they are the documents that took eighteen months to produce and that the supplemental's conclusion rests on. What the public has is the conclusion drawn from them, in one paragraph, signed by the lead investigator.

What a redaction does not mean

Black boxes invite people to fill them in, and the filling in is usually wrong in whichever direction the reader already leaned. Three limits are worth stating plainly.

A redaction is not a finding. The Violations section being withheld is not evidence that charges are coming, and it is not evidence that they are not.

A redaction is not an admission by anyone. The material is withheld by the County of Los Angeles under stated legal authority. The party whose equipment is named in the conclusion did not choose what is blacked out.

A redaction is not permanent by nature. The stated reason is an ongoing review. Documents withheld during a review are sometimes released after it, and the same material is routinely produced under different rules in civil litigation, where the parties have discovery tools the public does not.

What can be said, and is worth saying, is that the operative conclusion itself is not redacted. The finding that the Eaton Fire was caused by electrical arcing on the out of service Mesa-Sylmar circuit tower is published in full, in the investigators' own words. The withholding is around it, not through it.

The county's own press release refers to an ongoing review of the evidence from this fire by the District Attorney's Office, and gives that as a reason for the redactions. The released documents do not describe the scope of that review or say whether any charge is contemplated.

Are the expert metallurgy and electrical reports public?

No. The supplemental report references them as attachment 10.23, the Eaton Fire Electrical Investigation Report, and attachment 10.24, the Metallurgy and Failure Analysis Report, delivered on July 22, 2026. Neither attachment was included in the August 4, 2026 release.
